According to the “Administrative Measuresâ€, the mining right (application) person is in principle required to be an integrated enterprise of mining, mineral fertilizer or mineralization. The production scale of small-scale phosphate ore mines is 150,000 tons/year or above; the production scale of medium-sized phosphate mines should reach 300,000 tons/year or more; the scale of mine production in large-scale phosphate mines should reach 500,000 tons/year; For phosphate rock areas with a grade below 20%, the minimum construction scale may be lower than the above criteria. The medium-low grade ore shall, in principle, be sold directly after the beneficiation by selling phosphate concentrate or using wet process phosphoric acid.
The "Administrative Measures" stipulates that the total number of mining rights for phosphate rock and the total amount of designed mining capacity shall be controlled. Each provincial administrative department of land and resources shall propose a plan for the release of phosphate mineral resources in the province in the next year before the end of each year. The five provinces joint meeting reviewed and confirmed the five provinces phosphate mineral resources release program, reported to the Ministry of Land and Resources for the record.
The "Administrative Measures" pointed out that the annual total control of phosphate rock mining includes the annual total amount of raw ore mined and the amount of converted ore (P2O5 is 30%). The total control indicators are measured using a base-line measurement algorithm, based on the total amount of mining control indicators issued this year, combined with national regional economic policies and related factors, and considering the nuclear increase and reduction factors. Before the end of October each year, each province proposes the province's mining plan for the next year, which will be determined by the joint review of five provinces.
