On Tuesday, April 10, 2018, the DuPage County Board made a unanimous decision to proceed with the dissolution of the North Westmont Fire Protection District. This move marks the fifth instance where DuPage County has dissolved a local governmental entity. With the dissolution, the district's annual tax levies will cease, and its accumulated debt of $300,000 over the last five years will be forgiven. Additionally, $11,000 in yearly administrative costs will be rerouted to bolster fire services. Under an agreement with Westmont, the village will fairly distribute the costs of fire protection services, ensuring continued fire and ambulance coverage for the residents within the unincorporated areas of Westmont. Dan Cronin, chairman of the DuPage County Board, expressed his approval, stating, “This is a prime illustration of local governments working together for the betterment of taxpayers. The cooperation between Westmont officials and fire district representatives has led to a sustainable funding model for essential public services.” A 2016 survey revealed that the majority of North Westmont Fire District's residents were in favor of dissolving their current district and receiving fire protection services from Westmont. Following this, in June 2017, the DuPage County Board authorized Westmont to form a Special Service Area (SSA) to ensure equitable rates for fire services. Westmont approved the SSA in December, and it was formally established by the County Clerk in February. DuPage County has previously dissolved four other units of local government: the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District. Separately, the Daily Herald reported that the North Westmont Fire Protection District, essentially a "paper district" without any physical infrastructure or staff, was created only to collect taxes for fire and ambulance services in an unincorporated area near Westmont. After its dissolution, these 4,000 residents will still receive their fire services from the Westmont Fire Department. Under the new arrangement with Westmont, these residents will now pay via a newly formed Special Service Area. This area is geographically bound by Westmont to the east and south, Downers Grove to the west, and Oak Brook to the north. The initiative to dissolve the North Westmont Fire Protection District began after a 2016 survey showed strong resident support for the idea. A 2013 state law amendment granted DuPage County the authority to dissolve this district along with 12 others. Since then, the county has successfully dissolved four other districts, including the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District. The creation of the SSA was part of this broader effort to streamline services and reduce costs for residents. The push gained momentum as Westmont moved forward with the SSA proposal, which was eventually established in February following approval by the county clerk.
