Experts Say that Social Security for Peasant Workers Faces Five Problems of Low Coverage and Non-portability

Last month, at the "China Development High Level Forum 2012" sponsored by the Development Research Center of the State Council, Li Shi, Executive Dean of the China Income Distribution Research Institute of Beijing Normal University analyzed: The social security of migrant workers is mainly faced with five problems: First, the coverage rate is very high. Low, the second level of protection is relatively low, the third migrant worker has a relatively high burden of payment, the fourth migrant worker is converting in urban and rural areas, the fifth migrant worker is from one city to another, and social security is not portable. According to statistics, the coverage of the new rural insurance pilots reached 40% last year, but only about 10% of the farmers participated in the new rural insurance. Under such circumstances, how to include migrant workers into the scope of social security by changing the system is a key issue to be considered in the “Twelfth Five-Year Plan”.

In this regard, Li Shi suggested that first increase the coverage rate, achieve full coverage as soon as possible, so that migrant workers have the motivation, there is a need to participate in social security benefits, while companies also have their own motivation to pay for migrant workers. Second, social security for migrant workers should be as independent as urban workers' protection and become an independent system. The group of migrant workers is more mobile, independent social security agencies can unify provincial and provincial systems, and migrant workers can carry their pension insurance across the country without changing their status. Third, we must reduce the difference in the protection of migrant workers and urban workers as much as possible. The government gives migrant workers more social security subsidies or other government contributions. The fourth is to solve the problem of housing for migrant workers. Currently, migrant workers do not enjoy housing provident fund, and urban housing provident funds do not play a role in narrowing the income gap. Because according to the proportion of wages, companies and organizations pay higher subsidies for higher income and should change. This kind of system.
