The reporter learned from the recently concluded 2012 China Chemical Industry Park Development Forum that, in response to this situation, the Chemical Industry Park Working Committee of the China Petroleum and Chemical Industry Federation and the Tsinghua University Technology Innovation Research Center jointly established the first national chemical park evaluation index. The system has now been completed and will begin to conduct research and data collection for some of the parks this month.

Yang Ting, secretary general of the Chemical Industry Park Working Committee of the China Petroleum and Chemical Industry Federation, stated that the establishment of the evaluation index system will provide data support for the national policy-making authorities in formulating policy standards and help push China's chemical industry parks into the norm of healthy development.

According to a national chemical park survey conducted by the Chemical Industry Park Working Committee of the China Petroleum and Chemical Industry Federation in 2011, 25 key province-level chemical parks (excluding Guangdong, Guangxi, Qinghai, Tibet, Anhui, and Guizhou) were There are 186 industrial parks that are dominated by oil and chemical industries. The total industrial output value of these chemical parks involved in 2010 was 2 trillion yuan, and the total number of above-scale enterprises in the park was 8022, accounting for 35.4% of the above-scaled petrochemical enterprises. According to the estimates of the committee, there are now 1,000 chemical parks and chemical concentration areas that have been built and under construction in China.

The rapid increase in the number of chemical parks has gradually exposed some problems. The lack of unified planning in the park has led to an unreasonable layout of the park. Yang Ting said that the relevant state decision-making departments need to understand the development of chemical parks in a timely manner, master the scientific evaluation of the development of the park's indicators, in order to introduce policies and standards to standardize the development of the park. The establishment of the evaluation system will enable relevant decision-making departments to grasp the development of the park and provide information support for the scientific development of the chemical park.

According to Yang Ting, the evaluation system is based on theory of industrial zones, industrial cluster theory, and the concept of scientific development. It includes comprehensive economic strength, infrastructure and facilities, public project costs, environmental protection, energy conservation and emission reduction, and independent innovation environment. The comprehensive economic strength includes 14 indicators such as the total industrial output value, the strength of industrial real estate, and the proportion of enterprises above designated size. The infrastructure and its supporting facilities include eight indicators such as power supply capacity, water supply capacity, and sewage treatment capacity; the cost of utility includes the location of the park. There are 7 indicators such as average labor remuneration, industrial land price, and unit chemical oxygen demand treatment price; environmental protection and energy conservation and emission reduction include energy consumption per unit of industrial output, energy consumption per unit of industrial added value, and sulfur dioxide emission per unit of production value There are 11 indicators; the independent innovation environment includes 9 indicators such as the output value of high-tech enterprises, the number of patents granted in the region, and the number of enterprise technology centers in the region.

“We will begin to conduct surveys and data collection for some parks this month. We will then organize the surveys according to the data obtained from the surveys and grade the parks according to the evaluation system model.” Yang Ting said that referring to the evaluation index system of the chemical park, Sinopec The Federation Park Working Committee plans to select from the participating parks those parks that are accurately positioned, have coordinated development of upstream and downstream industries, and have outstanding performance in economic development, construction of public utilities and supporting facilities, safety and environmental protection, energy conservation and emission reduction, and independent innovation environment. It will be promoted throughout the country in the form of a demonstration park to promote the overall improvement of the construction level of the national chemical industry park.

Ji Hongbing, deputy director of the Daya Bay Petrochemical District Management Committee in Huizhou, said that the establishment of an evaluation system for the park is the future development trend. Guo Ronghua, deputy director of Fujian Quangang District, also stated that through comparison with other parks in terms of data, they can find their own gaps and learn from excellent parks. This system can serve as a reference for the development of China's chemical parks.
