The report believes that adhering to the path of scale, clustering, export-oriented, and high-tech is the best way to promote the leap-forward development of Hunan's auto industry.

Experts from Hunan Province said that the automobile industry is one of the ten most important industries supported by the province, but there are still many problems in its auto parts industry. In order for the Hunan Province to keep up with the development of the entire vehicle, it must go in the direction of scale, clustering, externalization, and high-tech.

As far as we know, there are nearly 200 professional enterprises of automobiles, motorcycles, agricultural vehicles and auto parts in Hunan. The parts and components industry in Hunan has made some progress in restructuring and attracting foreign investment in the past few years, but the investment of the world’s automobile giants in Hunan is very limited. Among the larger projects, the German Bosch company had a joint venture with Changdeng Corp. last year. Its goal is to build China's largest auto electric production base in Changsha.

Some people think that Hunan's auto parts rely too much on the domestic market and there is not much in the international market. In 2003, there were 211 enterprises with a total export value of more than US$1 million in the national automotive industry, including only the Hunan Torch, China United Group and South Motors.

According to analysis, although there are some parts and components companies in the country have a certain visibility, but most of the parts and components companies in Hunan are small in scale, high product costs, miscellaneous varieties, complete sets of poor. In the entire vehicle-Dajun assembly-small assembly-parts industrial chain, the province's parts and components rarely form "small assembly" and "great assembly" to supply complete sets to the main engine plant. Loose, industrial chain is also very imperfect.

Industry insiders believe that this situation has resulted in two aspects. On the one hand, the parts and components companies themselves have not been able to develop rapidly. The average amount is less than 5 million yuan.

It is reported that in order to change the current passive situation, Hunan Province encourages the simultaneous development of parts and components companies and host companies, simultaneous technological development, and simultaneous development; the second is to encourage host companies to come close to each other to form a relationship of interdependence and common development; The construction of large-scale Xingsha Automobile Industrial Clusters, Jiuhua Automobile Industrial Park, and Yongzhou Automobile Industrial Park will be greatly promoted.

Hunan Province will also support 50 key component suppliers to speed up joint ventures and cooperation with internationally renowned corporations, and to achieve the joint venture and cooperation of five major system modules including engines, axles, bodywork, gearboxes, and electronic appliances as soon as possible to improve the integration of components. The manufacturing level promotes the integration of the province’s automobile industry into the global automobile manufacturing system.

In order to develop the automotive industry in a direction of high-tech, Hunan Province will initially establish a self-developed platform by comprehensively improving the development capabilities of off-road vehicles and medium and heavy-duty commercial vehicles, and form independent development capabilities for key components and parts.
