When Bob Hoff stepped down as commissioner of the nation's second-largest fire department back in February, he initially planned to take up teaching at the Illinois Fire Service Institute and spend more quality time with his family. However, fate had something else in store for him. He received an offer to join the Carol Stream Fire Protection District as their deputy chief, covering an area of 15 square miles that includes Carol Stream along with portions of Bloomingdale, Winfield, and Glendale Heights.

Since April, Hoff has been actively back at fire stations, responding to emergency calls, supervising training sessions, and closely collaborating with Rick Kolomay, the long-time fire chief of Carol Stream. Hoff, who was appointed as Chicago's fire commissioner by former Mayor Richard M. Daley in June 2010, had actually intended to retire last December. Some insiders speculated that his decision to leave Chicago might have been influenced by his stance against Mayor Rahm Emanuel’s proposal to cut firefighter staffing from five per truck to four. Yet, Hoff clarified that Emanuel treated him exceptionally well during his tenure. When Emanuel took office in May 2011, he even requested Hoff to stay on board temporarily to assist with the transition process. "He was fantastic," Hoff remarked. "The rumors you hear are just talk. He’s energetic, ambitious, and genuinely cares about the city. This wasn't about him—it was purely about my personal choice to pivot."

Hoff and Kolomay go way back—they first crossed paths in 1985 when Hoff was a student and Kolomay served as his instructor at the state fire academy. Over time, Hoff also became an instructor and co-authored a firefighting training manual with Kolomay in 2003. By 2010, with both men leading their respective departments—Hoff in Chicago and Kolomay in Carol Stream—they began joint training initiatives. In February, Kolomay suggested a leadership restructuring within the district. Former Deputy Fire Chief Perry Johnson moved into a newly established civilian role as chief administrative officer, focusing on administrative tasks such as finance, fire prevention, and IT management. Hoff then took over Johnson's position as deputy chief, a role that involves practical, hands-on work with firefighters. Hoff earns an annual base salary of $115,000, which is slightly lower than the $117,198 pension he receives from Chicago.
