According to the provisional regulations on the regulation of the number of small passenger cars, this year, the Beijing Municipal Government and the full-funded public institutions will no longer add official vehicle indicators. The unit or individual shall complete the registration formalities within 12 months from the date of obtaining the indicator.
On January 9, the Beijing Municipal Transportation Commission announced the implementation rules of the “Interim Provisions on the Regulation of the Number of Small Passenger Cars in Beijing†(revised in 2017). The reporter of Beiqing Daily learned that this is the supporting document of the “Interim Regulations on the Regulation of the Number of Small Passenger Cars in Beijing†and the “Notice on the Total Amount and Configuration Ratio of Small Passenger Cars in 2018†promulgated in December last year.
In 2018, the total number of passenger cars has dropped from 150,000 to 100,000, of which the new energy index has remained unchanged at 60,000, and the general indicator has been reduced from 90,000 to 40,000. The implementation rules are clear, this year's passenger car indicators are still through the lottery and waiting list configuration. Earlier, it was said that the Beijing-based passenger car index could be obtained through auction, but this method has not been confirmed by relevant departments.
The detailed implementation rules shall be clear, and the unit or individual shall complete the vehicle registration formalities within 12 months from the date of obtaining the indicators. If the application is not completed within the time limit, it shall be deemed as an automatic abandonment indicator.
According to the new regulations, if a small passenger car in the normal registration status of a unit or individual is stolen, the public security organ has not recovered after 12 months of filing, and has registered the stolen state in the vehicle management system of the public security organ. Apply for the minibus indicator within the next 12 months. If the application is not submitted within the time limit, it is deemed to be automatically abandoned. The application time was extended by 6 months.
Where a unit or individual needs to update the indicator of a small passenger car, it shall submit an application for updating the indicator within 12 months from the date when the vehicle completes the transfer and cancellation registration.
Different from the past, if the application is not completed within the time limit and the target is obtained, it is deemed to automatically abandon the application for updating the indicator. If an individual has died or the unit has been cancelled, no other person may apply for an updated indicator. However, the registered motor vehicle owner is personal, and the registered passenger car that has transferred the property due to marriage or inheritance does not apply to these rules.
