China's export tax rebate policy and its impact

In recent years, the Chinese government strengthen management of mineral resources development, production and operation order to gradually standardize the antimony mining, smelting, processing and domestic and foreign trade. Measures have been taken to rectify the mining order, improve the entry threshold for the smelting industry, and reduce or cancel export tax rebates. Since January 1, 2006, the export tax rebate for 锑 products has been reduced to 5% from the previous 8%. This is the second time since the country lowered the export tax rebate from 13% to 8% on May 5, 2005. Adjustment. Subsequently, the export tax rebate for unwrought helium was completely cancelled from September 15.

The remaining 5% export tax rebate for cerium oxide was cancelled on July 1, 2007. In order to avoid new tax rate adjustments, many export companies seized the export of antimony oxide before July 1. According to customs statistics, China exported a total of 6,974.35 tons of antimony oxide in June, an increase of 102.70% from the previous month's 3,440 tons, an increase of 20.95% over the same period last year.

The adjustment of the export tax rebate policy is a heavy blow to the primary product manufacturers. In the short term, it will cause disorder in the market order, but it still plays a positive role in optimizing resource allocation, promoting industrial restructuring, and alleviating trade imbalances. The cancellation of export tax rebates will inevitably increase the cost of export products, leading to the digestion of some counterfeit products in the country, exacerbating the intensity of domestic competition, and helping enterprises to upgrade their industrial structure and produce high value-added products.
