On August 24, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China issued the National Quality Inspection Letter No. 005-89, “Notice on Further Strengthening the Inspection of Production and Use of Urea Synthetic Towers”. A rare explosion accident At 9:26 pm on March 21st this year, a urea synthesis tower at the Third Chemical Fertilizer Plant of Shandong Luxi Chemical Group exploded. Four people died and more than 30 were injured. The direct economic loss was tens of millions of yuan. The explosion of the synthesis tower was 1.4 meters in diameter and 28 meters in height. It was put into use at the end of 2000. At the time of the explosion, devices over 2 meters above the ground were all blown up. One of the 84-tonne towers was blown out 150 meters and the tower seat was blown to sink 6 meters.
The incident reminded the industry people of the same explosion that occurred 10 years ago. At about 4 am on October 7, 1995, the urea synthesis tower of Hebei Qian’an Fertilizer Plant exploded. At that time, the tower was bombed into three sections. The top 60-ton tower was also blasted out 150 meters. The explosion caused more than a dozen casualties. Coincidentally, these two explosive synthesizer towers were manufactured by one manufacturer with the same model number and similar explosion status. Both explosions occurred at more than 2 meters from the urea synthesis tower, and the consequences of the accident were similar.
According to industry experts, in recent years, there have been only three explosions of urea synthesis towers in the world, one in Burma and two in China.
At present, there are still thousands of urea synthesis towers in operation on the production line in China. Among them, there are hundreds of models with the same number of explosion-related synthesis towers.
Difficulties in accident conclusions When such a big accident occurs, people first think of the reason. Unfortunately, there was no formal accident investigation report so far on the explosion accident 10 years ago. This time, the accident investigation contract signed between the relevant authorities and the accidental company stipulates that a formal investigation report on the March 21 explosion incident should be announced to the public before June 1 this year. But today, there is still no audio. This can not but arouse the speculation of the society, especially the fertilizer production enterprises. Many people in the industry believe that the real cause of the explosion accident discovered by the Qian’an fertilizer plant 10 years ago would not lead to another “Third 21′′ tragedy after 10 years, and it won’t be still running today. The biggest hidden danger of the urea synthesis tower.
According to analysis by industry insiders, the reasons for chemical safety accidents are nothing more than two: one is caused by physical reactions, and the other is due to chemical reactions. Specific to the explosion of the urea synthesis tower, one may be the cause of the equipment manufacturing, and one may be the cause of the operation.
So why are the causes of the two urea reactor explosions so difficult to produce? The reporter visited the relevant experts in the industry.
According to experts, in theory, the reaction process of urea production has no detonation factor, because the reaction of carbon dioxide and ammonia will not cause an explosion. This is why the urea synthesis towers in the world are rarely exploded. However, in the past 10 years in our country, there have been two explosions of urea synthesis towers, and the consequences are extremely serious. This can not help but make people seriously reflect on the production process of urea and the manufacturing process of the equipment. However, as far as China's current detection level and means are concerned, it has not come up with scientific evidence and convincing evidence to support the conclusion of the cause of the accident. In other words, it is necessary to do a lot of scientific experiments to thoroughly find out the real cause of these two explosions. This requires advanced testing equipment and requires a lot of capital investment. Under our current system, few departments have the power, the obligation, and the ability to do this.
Experts also pointed out that at present there are problems in the methods of handling accidents in China. Finding the most important reason is the original evidence on the spot. But now, once an explosion has occurred, the fire brigade will join them and the water dragon will rush to clean everything. Therefore, how to save lives and preserve the evidence is a new topic in China's accident rescue.
It is understood that all information on the explosion accident of the urea synthesis tower of Qian’an Fertilizer Plant 10 years ago was sealed up by the Hebei Provincial Government. The provincial government said that only when the requirements of an investigation team that has sufficient conditions and levels to be organized by the State Council should be required to open these materials.
Perhaps, at that time, the cause of the accident may be the truth.
Reluctant to make up for the fate When we understand the above situation, we can understand the painstaking and helplessness of the No. 689 article of the State Administration of Quality Supervision. In the documents of the State Administration of Quality Supervision, the details of the design structure, materials used, and factory inspections of the synthesis towers, and even the width of the welds during equipment manufacturing, the material and thickness of the steel plates used, the leak inspection method, and the inspection media are detailed. All have made provisions; at the same time, they also detailedly required the safe use of urea synthesis towers, including regular inspections, on-line leak detection, open and parking management, control of process indicators, and service life. It can be seen that under the circumstance that the real reason for the explosion of the urea synthesis tower cannot be understood for the time being, the State Administration of Quality Supervision can only “completely prevent” it from both manufacturing and use.
It is understood that for the first time, a device such as a urea synthesis tower has been issued as a device in the name of the General Administration of Quality Supervision.
